Lorell presents findings from research sponsored by the Office of the Secretary of Defense, conducted in RAND's National Defense Research Institute. The report provides a brief survey of the U.S. fixed-wing combat aircraft industry from its earliest days to the present, examining ways in which the industry differs now from what it was in the past; the nature of the competition among prime contractors/integrators; and the history of innovation in fixed-wing combat aircraft. It suggests further research to understand what the industry's competition and innovation pictures look like today, what courses of action the Department of Defense has to affect it in the future, and what policy options emerge from these courses of action.
