Written by naval researchers during World War II, this guide began its life as a classified document, later published (in 1951) by The Technology Press of MIT. It begins with an introduction defining the objectives of operations research procedures and then discusses probability and measures of effectiveness. Specific attention is given to issues like strategic kinematics, tactical analysis, gunnery and bombardment problems, operations, experiments with equipment and tactics, and organizational and procedural problems.
