Banks (Syracuse U.) examines what meaningful access to technologies can do in the struggle for justice and equitable participation in American society, while also examining what African American rhetorical traditions can offer. He argues that African Americans must immediately bridge the Digital Divide using the lessons learned from this unique rhetoric, proposing a combination of them in formal study, considering the lessons of the leaders and events of the past, using the digital underground, going past inclinations toward counter- technology, using traditions of communication and design creatively, and creating a "digital jeremiad" to transform technologies.
