One would assume that a solid and secure infrastructure of information and communication technologies would be mandatory to development, and these articles from the UN task force in charge of this issue tend to support this assumption. What may surprise the more jaded is that many of these technologies are actually being used to alleviate poverty in creative ways. The question is, should technology be part of a plan to provide development at a general level, or should it address specific groups and problems? How closely should the people intended to be the ultimate beneficiaries be involved in developing a general infrastructure or targeted projects?
