Investigating whether environmental regulation drives technological change, Roediger-Schluga (Austrian Research Centres Seibersdorf, Austria) approaches the topic from an economic perspective by drawing on public choice theory to develop a model for determining environmental regulation impact on technological market-based decisions. He tests his model through examination of the design and techno-economic consequences of the Austrian volatile organic compound emission standards and other ostensibly "technology-forcing" environmental regulation.
